La storia di Malik: un giovane senza-terra a Livorno 

Mercoledì 28 novembre 2018 è stato approvato in via definitiva alla Camera il Decreto Sicurezza, il provvedimento fortemente voluto dal Ministro dell’Interno Matteo Salvini. Tra le novità più importanti del decreto, additato da molti giuristi come incostituzionale in molte sue parti, ci sono un forte ridimensionamento degli Sprar, ma soprattutto la revisione dello status di “protezione umanitaria”. Il tutto è spiegato in modo molto chiaro e dettagliato in report come quello di Valigia Blu.

A riguardo dell’istituto della “protezione umanitaria”, il decreto legge ha abrogato questa forma di protezione come istituto generale, tipizzando però diverse tipologie di permessi di soggiorno speciali, con differenti durate, ma comunque troppo specifici per regolamentare gli status di tutti gli immigrati-non-rifugiati che oggi si trovano in Italia. Per effetto di questo cambio, le Commissioni territoriali dovranno concedere due possibili status: quello di rifugiato politico oppure un permesso speciale. Chi non rientra in nessuno di questi status non avrà alcun diritto nel nostro paese, e soprattutto per lui sarà quasi impossibile trovare un lavoro e regolarizzarsi, se non addirittura avere diritto a “un tetto sotto cui stare”. 

Se queste modifiche possono sembrare misure con i propri perché, come giustificato nella relazione tecnica allegata al decreto, è pur sempre vero che aprono la porta a un problema enorme: cosa succederà a tutte le persone che sono nel nostro paese con lo status di protezione umanitaria? Avranno tutte il permesso speciale? Oppure finiranno per perdere i diritti suddetti. 

Per rispondere a queste domande ho deciso di raccontarvi la vicenda di Malik. La sua è una storia vera, tuttavia per proteggere la privacy delle persone coinvolte, i nomi di questo racconto sono stati cambiati. Tutto è iniziato circa un anno fa.

Una mia amica faceva volontariato in un’associazione che tutt’oggi si occupa di integrare nella società giovanissimi provenienti dai paesi dell’Africa. Un sabato sera lei e il suo ragazzo hanno portato con noi Malik, un ragazzo proveniente dal Mali, nato nel 1998 e arrivato in Italia alla fine del 2015. Quella sera passiamo a prendere Malik nel centro dove dormiva, lo portiamo fuori con noi in Venezia. Malik è senza soldi, ma declina ogni nostra proposta di offrirgli qualcosa. Per fortuna che siamo a Livorno, il porto franco mediceo, la città dove spesso anche andare a ballare può essere accessibile a tutti, così lo portiamo al Cage. E anche se ci divertiamo Malik rimane timido, sta cercando di imparare l’italiano, ma tra le lingue europee parla bene solo il francese, nessuno di noi lo sa, ma ci facciamo capire lo stesso in italiano. A fine serata lo riportiamo nel centro dove dormiva, Malik ci ringrazia commosso e ci accordiamo con lui per altre uscite.

Passa un anno, in cui Malik viene spostato di continuo in più centri, per poi iniziare un progetto di inserimento lavorativo in uno Sprar. Verso gennaio la mia amica mi contatta allarmata: per effetto del Decreto Sicurezza a inizio febbraio Malik, terminato il progetto allo Sprar, perderà lo status di protezione umanitaria e non avrà più diritti. Non potrà neppure trovarsi un lavoro, ma soprattutto non avrà più una casa in cui stare. Sarà mandato per la strada, proprio come alcune delle persone del Cara di Castelnuovo di Porto. Dopo quella chiamata mi sono fatto un profondo esame di coscienza. Nel frattempo Malik ha trovato una soluzione provvisoria: partirà per Parigi in treno, anche se gran parte dell’Italia è coperta dalla neve, anche se il rischio di essere fermato e lasciato per strada al confine con la Francia (senza soldi) è concreto, e soprattutto anche se a Parigi non ha prospettive.

Per questo dopo un attento esame di coscienza ho deciso di aiutare Malik, ma l’eroe non sono io, il mio è stato solo un ruolo marginale, da intermediario. Il vero eroe in questa storia è chi ha accolto Malik senza il minimo indugio, cioè Andrea.

Tramite alcuni contatti sono riuscito a far arrivare ad Andrea la storia di Malik. Andrea è una persona buona e schietta, secondo lui quando riceviamo una chiamata di aiuto non possiamo esitare: è una questione di umanità che viene prima di qualsiasi scelta politica. Andrea ospita a casa sua altre due persone: un livornese di mezza età che ha perso il lavoro, e un altro ragazzo come Malik. Nei mesi scorsi Andrea ha dato un tetto a queste persone, e non solo: grazie a una rete di amici e persone fidate, ha trovato loro anche dei lavori saltuari. Ho raccontato ad Andrea la storia di Malik, e subito mi ha chiesto di non farlo partire per Parigi, ma di farlo rimanere, penserà lui ad aiutarlo, a trovargli un lavoro, e pian piano cercherà di regolarizzare la sua posizione nel nostro paese. Quel che non ho ancora detto è che Andrea è un prete.

Chiamo Malik e gli racconto della proposta di Andrea, lui subito si rasserena, ma è sempre dubbioso, allora gli chiedo di incontrarci, e rassicurandolo sull’anonimato, gli propongo anche di raccontarmi la sua storia per scriverla come testimonianza. 

Quando mi vedo con Malik mi accorgo che il suo italiano è migliorato in modo incredibile, allora gli spiego subito e in modo chiaro quali sono i rischi che correrà per andare in Francia, gli spiego che laggiù non sarà diverso da qui, le difficoltà saranno le stesse se non di più, visto che Parigi è anche una metropoli. Ma Malik non ha particolari resistenze nel farsi convincere, e mi confida la verità:

«a Livorno ho trovato la mia casa, una città che amo, con persone che mi vogliono bene, è Livorno la città in cui voglio vivere».

Non passano neppure due minuti da che ci siamo visti e una signora anziana scivola dietro di me, Malik se ne accorge subito e immediatamente corre a soccorrerla, la alza, io le prendo la borsetta e gliela porgo. Lei lo squadra da cima a fondo, guarda me, poi guarda di nuovo lui e commossa lo ringrazia. Certe volte sembra che ci sia un equilibrio strano nella causalità dei fatti. Allora iniziamo a parlare di lui, della sua storia: Malik è arrivato in Italia a fine 2015, non aveva ancora compiuto diciotto anni, ed era partito dal suo paese ben tre anni prima, nel 2012. Malik mi racconta del motivo che lo ha spinto a partire: racconta che nel Mali del Nord c’è una guerra spietata per il potere, capitanata dall’organizzazione terroristica Boko Haram, che quasi ogni giorno usa armi e attentati contro i civili. Malik è rimasto orfano a sette anni, vive male nel suo paese: è da solo, svolge lavori saltuari e passa altre situazioni negative, che però non vuole descrivermi. Così nel 2012 a soli quattordici anni decide di partire in cerca di pace, tuttavia al contrario di quello che potreste pensare non va a nord, verso l’Europa, ma a sud, verso il Burkina Faso, poi si sposta a est in Niger e infine in Nigeria.

Ma la situazione è sempre peggiore, ed è proprio dalla Nigeria che dal 2015 parte il suo viaggio disperato verso l’Europa. Malik non sa cosa dovrà affrontare, nessuno gliel’ha detto, nessun scafista l’ha obbligato, ma parte, per l’ennesima volta. Arriva a Tripoli in Libia, e quando affrontiamo il tema Libia l’espressione del suo volto cambia. Mi racconta di essere stato imprigionato da criminali che trattavano lui e suoi amici “come bestie”, poi non mi dice altro sulla sua esperienza di detenzione in Libia, ricordare è troppo doloroso, però mi spiega che ogni giorno minacciavano di ucciderlo se non avesse pagato dei soldi. Malik era distrutto, aveva solo diciassette anni, era debilitato e impaurito, così tenta il tutto-per-tutto, e all’ennesima minaccia prova a scappare. Si ritrova a correre disperato su una strada deserta di Tripoli, vestito di stracci e senza scarpe ai piedi. A un certo punto incontra una donna, che lo porta in casa sua, lo nasconde, gli offre cibo e riposo, Malik è stanco, le chiede di aiutarlo a tornare indietro. Ma la donna glielo sconsiglia vivamente: «tornare indietro da qui vuol dire morte certa, – gli dice – rimanere qui uguale: se ti trovano quelli ti uccideranno. L’unica speranza per tentare di vivere è quella di imbarcarti e provare ad arrivare in Europa». Ma Malik si rifiuta, non ce la fa, è sfinito e non ha soldi con sé per affrontare il viaggio: per la prima volta in vita sua Malik ha perso la speranza.

Così una notte la donna gli chiede di accompagnarlo al mercato per fare la spesa, Malik accetta, ma lei lo porta su una spiaggia. Davanti a loro centinaia di persone stanno salendo tutte insieme su un gommone, Malik non vuole partire, ma la donna gli dice di aver pagato gli scafisti per lui: per dargli una speranza. Malik sale su quella barca, e a meno di diciotto anni compie la sua traversata nel Mediterraneo, lo fa sopra un gommone con circa 120 persone di differenti paesi ed etnie. A un certo punto qualcosa inizia a andare storto: il gommone inizia a imbarcare acqua, e pian piano affonda in mare aperto. Fortunatamente Malik è nella parte che resta a galla, ma circa 70 persone finisco in mare, disperse, di questi nessuno è riuscito a salvarsi. Malik però nel mezzo della notte vede una luce rossa avvicinarsi: è la Guardia Costiera italiana, “gli angeli col giubbetto rosso”, che salvano lui e i pochi superstiti.

Subito lo portano a Lampedusa, dove chiede di essere accolto come rifugiato, e dopo due giorni è a Livorno. Mi racconta della Commissione Territoriale a cui non è mai interessato il perché abbia lasciato il suo paese nel 2012, ma soltanto perché sia partito dalla Nigeria nel 2015. Lui ha tentato più volte di spiegare i suoi perché, ma l’asilo gli viene negato, la protezione umanitaria no. Così Malik cerca in tutti i modi di regolarizzarsi, di trovare un lavoro, di rifarsi una vita.

Chiedo a Malik cosa vorrebbe fare, lui mi racconta che in Mali faceva il meccanico, è riuscito a prendere la terza media, e vorrebbe continuare a studiare, e perché no, magari fare il meccanico anche qui: da buon ventenne i motori sono la sua vera passione.

Parliamo del suo paese: gli chiedo se gli manca. Lui mi risponde che al suo paese non ha più nessuno, mentre in Italia ha amici veri, che lui chiama “la sua famiglia”. Dice di essere infinitamente grato all’Italia, perché non solo l’ha salvato nel momento più brutto della sua vita, ma gli ha dato anche l’opportunità di farsi una nuova vita. Malik dice di amare Livorno, di sentirsi ospitato e ben voluto da tutti, anche se con qualche eccezione ogni tanto. Mi racconta qualche episodio di razzismo subito nel corso degli anni, poi si sofferma sulle cose più importanti, «io nella vita ho solo una missione – mi dice – è quella di aiutare tutti a stare meglio: voglio dare agli altri tanto quanto ho ricevuto qui». Così mi racconta del suo servizio come volontario sulle ambulanze, di tutte le persone che ha soccorso, della gratitudine che ha ricevuto, e di come si sia integrato bene con gli altri volontari. Poi parliamo di religione, gli chiedo se crede in Dio, lui mi risponde di sì: è musulmano, pratica tutti i giorni, è lì che ha trovato la forza per reagire nei momenti peggiori. Poi il pensiero torna ai suoi carnefici libici: «quelli si dicono musulmani, ma che religione può avere un uomo che tratta gli altri come animali? Noi siamo tutti diversi, abbiamo pensieri diversi, ma se esiste un Dio siamo tutti suoi figli. Abbiamo delle differenze, è vero, ma è comunque giusto guardarci per le cose che ci uniscono, non per quelle che ci dividono». Continuiamo a parlare ancora molto, di politica, religione, Africa, Italia e molto altro.

A quel punto chiedo a Malik se, a parte il lavoro, pensa che ci sia qualcosa che lo Stato possa fare per favorire l’integrazione di quelli che hanno storie come la sua.

La risposta è diretta e arbitraria: istruzione e sport. Mi dice che lo sport può creare molta aggregazione, e che la scuola può veramente riscattare e far crescere una persona. Lui stesso appena troverà una sistemazione tornerà a scuola, si iscriverà alla prima superiore, ma adesso non riesce a studiare perché prima deve trovare stabilità e tranquillità.

Allora andiamo al fulcro del problema: gli chiedo qual è la sua situazione adesso.

Mi risponde che tra poco finirà per la strada: non avrà più un tetto, non potrà più lavorare nel progetto dello Sprar, e soprattutto per lui sarà difficile trovare un lavoro senza un aiuto. Mi racconta che sono diversi giorni che gira a distribuire curricula, lo stanno aiutando i mediatori culturali di Caritas. Nel frattempo Malik sta aspettando che il Tribunale si pronunci sul suo caso, spera che gli venga riconosciuto l’Asilo Politico. A quel punto torniamo a parlare del suo futuro a Livorno, della possibilità di stare momentaneamente da Andrea e di farsi aiutare da lui a trovare un lavoro, Malik accetta: andrà da Andrea e proverà a ripartire da qui, da Livorno. Lo saluto, promettendogli di accompagnarlo il giorno dopo da Andrea, lui mi abbraccia, non so dire come mi sento. Perché se da una parte so di averlo aiutato in un qualche modo, anche solo ascoltandolo, dall’altra la sua storia mi ha lasciato con l’amaro in bocca e un senso di impotenza addosso.

Ad ogni modo questa è la storia di Malik e Andrea, ma Malik non è il solo, ma uno dei tanti che stanno pagando le conseguenze di una situazione complessa. Quanti Malik ancora ci saranno nei prossimi mesi? E quanti Andrea troveranno disposti ad aiutarli?

Nell’indifferenza generale, che sta spingendo molti a seguire chi promette il trionfo di “buon senso” e sicurezza, nel silenzio di tutti quelli che ogni giorno non vedono o fanno finta di non vedere, domenica 27 sarà il Giorno della Memoria. Spero allora che nel guardare in Tv i film sulla Shoah e condividere su Facebook post di sdegno sulla follia nazi-fascista, siano in molti a pensare anche alla storia di tutti i Malik del nostro paese. Perché anche se certe circostanze storiche sembrano lontane e irripetibili, a rifletterci bene sembrano tornati i tempi dei campi di prigionia vicino a noi, degli uomini senza casa, degli uomini senza terra, degli uomini senza diritti e soprattutto senza asilo politico.

Per tutti i Malik del nostro paese, e per tutti gli Andrea che si adoperano ogni giorno per aiutarli, sembrano tornati anche i tempi della clandestinità politica. Spero di sbagliarmi.
